Rise to Fame

He rose to international fame when he captured Max Factor heir Andrew Luster in Mexico in June 2003. Luster had fled the United States in the middle of his trial on charges of drugging and raping a number of women. His sons, Leland, and Tim assisted him on the capture. Mexican police stopped them on their way to California and jailed all four of them. Mexican authorities sent Luster to the States after confirming his identity.

Chapman and his team were still in the Mexican jail, who was initially denied bail. His wife Beth stood up and alerted the media, rising public opinions. They were later granted bail. Bounty hunting is illegal in Mexico. They fled the jurisdiction and became international bail-jumpers. US Marshals arrested them in September 2006 and jailed them in Honolulu on behalf of the Mexican government.

The three men were released on bail in the same month. Chapman was presented in the Honolulu courtroom with his ankles shackled. He was later ordered to wear an electronic monitoring device around his ankle. Mexican government tried to extradite the three from the US. Hawaii State Representatives introduced Concurrent Resolution 50. to the President of Mexico and the Second District Court of Guadalajara to drop extradition charges against Chapman and the resolution was passed by the International Affairs Committee in March 2007.

Chapman had appeared on numerous media shows. He had given interviews in several talk shows. His electronic monitoring device was removed in September 2006.

The First Criminal Court in Puerto Vallarta, Mexico dismissed all criminal charges pending against the three in August 2007.
