His birthplace is in Plains, Georgia in the United States. He holds an American nationality. He had 3 siblings, Gloria, Ruth, and Billy. All three of his siblings died of pancreatic cancer.
He attended the Plains High School from 1937 to 1941. He then started undergraduate coursework in engineering at Georgia Southwestern College in nearby Americus. He transferred to the Georgia Institute of Technology in Atlanta in 1942.

He achieved admission to the Naval Academy in 1943. He graduated from the academy in 1946.

He served as a member of the Georgia state senator from the 14th district from 1963 to 1967.
He then served as the governor of Georgia from 1971 to 1975.
He then became the 39th president of the United States.
He announced his candidacy for President of the United States in December 1974.
